Originally, the plan was to feature a four-way match for the IC Title at WrestleMania, with Bron Breakker, Penta, Finn Balor, and Dominik Mysterio all involved. Bron and Balor had already faced off, Penta had his sights set on Breakker, Dominik made moves to recruit Penta into Judgment Day, and even showed interest in the IC Title during the Balor/Breakker clash.
